I am writing, as a member of LRWC, in response to information obtained from Amnesty International indicating Rommel Cain Chacan Pale, a lawyer working for Monitor Civil de Policía, received a death threat on June 5, 2009 in relation to his human rights work. Ms. Pérez was present in the office at the time the threat was received.
LRWC respectfully urges your government to act in accordance with the provisions of the Universal Declaration of Human Rights and the international and regional pacts and covenants ratified by Mexico, and to ensure the implementation of the Declaration on Human Rights Defenders adopted by the UN General Assembly on December 8, 1998, in particular article 1 which provides that “every person has the right, individually or collectively, to promote the protection and fulfilment of human rights and fundamental liberties at the national and international levels.”
LRWC calls on the Mexican authorities to authorities to ensure that Rommel Cain Chacan Pale and Matilde Pérez Romero receive adequate protection measures, in accordance with their wishes, as well as for an immediate and thorough investigation into the threat against Mr. Chacan, for the results obtained to be made public, and for those responsible to be brought to justice. LRWC also calls upon the government of Mexico to take swift and effective action to ensure the security of all human rights defenders in Montaña region of Guerrero state, in accordance with the order made by the Inter-American Court of Human Rights on April 30, 2009, which ordered the authorities to provide appropriate protection measures to 107 members of human rights organizations in the region. The measures taken must be sufficient to guarantee effective protection so that human rights defenders can continue to carry out their legitimate activities without obstacles or fear of reprisals.
Please advise LRWC by mail, e-mail or fax of the actions that the government of Mexico is taking to:
1. ensure the present and future safety of Rommel Cain Chacan Pale and other human rights advocates in Montaña region, and;
2. investigate the threat against Mr. Chacan with the goal of identifying the person(s) responsible and bringing them to trial.
